Panama Menaje de Casa: Duty-Free Household Goods Rules

Panama has a customs regime built for people who come to live there: menaje de casa, or household goods. Used furniture and home belongings can enter without taxes, up to a stated value, if you can prove you are moving to settle. The catch is that the rules are partly written in a 2002 decree and partly in newer tariff texts, and brokers fill the gaps with confident claims that official sources do not back up.

As a licensed overseas moving company serving all 50 states with almost 20 years of experience, we separate what the government actually says from what is simply repeated. Here is the version you can plan around.

What the Law Says

The foundation is Article 216 of Cabinet Decree No. 41 of December 11, 2002. It allows foreigners who prove they are coming to establish domicile in Panama to bring in used household furniture and other household objects, up to a customs value of B/. 25,000, without paying taxes. A trip that does not involve a change to permanent residence is excluded. Panama’s Autoridad Nacional de Aduanas (ANA) and the government’s Panama Digital portal still publish this text.

Newer texts point toward broader treatment. Panama’s 2025 national tariff lists menaje de casa under code 9801 at 0% import duty and 0% ITBMS, the 7% sales tax, and the regional customs code covers household items “new or used.” None of those texts states a value cap, and no single updated instrument says whether the old B/. 25,000 figure still binds. The practical answer is to plan around B/. 25,000 and confirm the figure with your broker before you pack.

The Parts Nobody Can Source

  • An arrival deadline. Many brokers claim goods must arrive within six months of you. We found no official source stating a deadline, or stating that none exists. Treat six months as a sensible planning limit, not as law.
  • Pending versus definitive residency. The rule requires proof that you are coming to domicile. The documents include a Migración certification, but no official text says whether a pending application is enough. Ask before you book.
  • A visa-specific rule. The customs texts do not name pensionado, Friendly Nations, work, or investor visas as automatic qualifiers. What counts is proof of domicile.

Do not let a quote or a chat thread settle these for you. They decide whether your container clears on arrival or sits at the port while someone asks a supervisor.

What ANA Wants to See

  • A signed written application to the customs administration, listing your name, number of packages, vessel or flight details, and where the goods will be inspected.
  • The bill of lading, air waybill, or bill of carriage, stamped by the carrier, naming you as consignee.
  • Your original passport or notarized copies.
  • For foreigners: a letter from your employer in Panama, a lawyer’s letter certifying your intent to reside, a certification from Migración, and a labor certification from the Ministry of Labor.
  • Copies of everything for the administration’s file.

A licensed customs broker, an Agente Corredor de Aduana, is required to handle the filing. A detailed inventory with estimated values and the transport document support a simplified declaration, and a commercial invoice is not required for used goods. Official sources do not list a bank letter or an apostille, though a broker may still ask for extra paper, so ask what is required and why.

A Practical Order of Operations

Because Panama’s paperwork is tied to you, the sequence matters:

  1. Confirm your residency route and get your Migración certification, lawyer’s letter, and employer or labor documents in order.
  2. Hire a licensed customs broker in Panama before the container sails.
  3. Build the inventory with estimated values as you pack, and keep business-type items out.
  4. Time the shipment so your paperwork is ready when the goods arrive, ideally within about six months of your own arrival.

What Does Not Qualify

Menaje is for domestic use. Vehicles are excluded, as are machinery, tools, and equipment for offices, workshops, clinics, and similar businesses. ANA has seized goods declared as menaje that turned out to be commercial, such as sewing and tailoring equipment. Keep your inventory honest, because a business-sized lot of anything invites that review. Alcohol is not treated as ordinary menaje either.

We ship vehicles only when they are containerized with household goods, and we do not handle vehicle-only shipments. A car in your container is cleared separately from your household goods. Read our vehicle shipping options before you decide.

Timing

Plan on about 6 to 12 weeks for an exclusive container from the US to Panama, and longer for a shared one. Those are planning ranges, not guarantees. For how relief rules compare across other destinations, see our customs rules compared by destination.

Questions We Hear

Can I bring new items?

The regional customs code covers new or used household items, while the 2002 decree refers only to used ones. Ship used goods wherever you can, and ask your broker about anything new.

Do I need to be in Panama when the container arrives?

Your application and Migración documents are tied to you, so settle your residency steps first and ask your broker whether you must attend the inspection.

Is there a tax on exempt goods?

Under the 2025 tariff, properly classified menaje carries 0% duty and 0% ITBMS. Fees for inspection at your residence are charged by package count.

What happens if my value passes B/. 25,000?

As written, the decree exempts goods up to that value, so the excess is not covered. Ask your broker how the excess is assessed, and keep an honest inventory with realistic values.
