Can I Ship My Car to Portugal with My Household Goods?

Shipping a car from the United States to Portugal is something many Americans plan to do as part of a household goods move, and it raises a specific set of questions that are different from moving furniture or personal effects. The logistics work differently, the customs rules treat vehicles separately from household goods, and Portugal has its own vehicle registration tax that catches a lot of people off guard. This article covers how the process works, what it costs in terms of duties and taxes, and how combining a vehicle with a household goods shipment affects both logistics and customs clearance.

This post is written for Americans relocating their primary residence to Portugal and considering shipping a personally owned vehicle as part of the move. It is not written for commercial vehicle imports or vehicle purchases abroad.

Can You Ship a Car and Household Goods Together to Portugal?

Yes. The standard approach for clients who want to bring a vehicle is to load it into the same shipping container as their household goods. The vehicle is positioned at the rear of the container, secured, and then household goods are packed in the remaining space in front of it. Depending on the size of the vehicle and the volume of household goods, a 20-foot or 40-foot container is used. A large SUV or pickup truck combined with a full household move will almost always require a 40-foot container.

This approach, containerized shipping, is what we recommend over RoRo (roll-on, roll-off) for clients doing a combined move. RoRo handles vehicles only on a separate vessel, without household goods, and leaves the car exposed to weather and deck handling throughout the voyage. A container gives the vehicle consistent protection and allows household goods and the vehicle to move together under one shipment, one bill of lading, and one customs entry at the Portuguese port of arrival.

What Are the Customs Requirements for Importing a Car to Portugal?

Portugal follows the EU Transfer of Residency (ToR) framework for importing personal vehicles duty-free as part of a change of residence. The eligibility conditions are the same as for household goods, but vehicles are assessed and cleared separately within the same customs process. To qualify for duty-free import of your vehicle under the Certificado de Bagagem, you must meet all of the following:

  • You must have lived outside the European Union for at least 12 consecutive months before your move to Portugal.
  • You must have owned and regularly used the vehicle for at least six months before the date of shipment. Portuguese customs will verify this through your US vehicle title, registration history, and insurance records.
  • The vehicle must arrive in Portugal within 12 months of your residence transfer date.
  • You must not sell, transfer, or otherwise dispose of the vehicle for at least 12 months after importation.

The documentation required for the vehicle specifically includes the original US certificate of title in your name, the original US registration, a purchase invoice or bill of sale dated at least six months before shipment, proof of insurance showing personal use in the USA, and a valued declaration that includes the vehicle’s year, make, model, VIN, engine displacement, and odometer reading.

The ISV: Portugal’s Vehicle Registration Tax

This is the detail that surprises most Americans, and it is important to understand before you commit to shipping your vehicle. Even if you qualify for duty-free importation under the Certificado de Bagagem, Portugal imposes a separate vehicle registration tax called the ISV (Imposto Sobre Veículos) on virtually all vehicles being registered in Portugal for the first time, including personally imported vehicles brought in under Transfer of Residency relief.

The ISV is calculated based on the vehicle’s engine displacement and CO2 emissions, with depreciation applied based on the vehicle’s age. Older vehicles with smaller engines are taxed at lower rates. Newer vehicles with large displacement engines, particularly trucks and SUVs common in the American market, can attract ISV bills that run into the thousands or tens of thousands of euros depending on the specific vehicle.

The ISV is separate from and in addition to any EU import duties. Even when EU import duty is waived under ToR relief, the ISV still applies. This is a meaningful cost consideration and one of the primary reasons some clients decide it makes more financial sense to sell their US vehicle before the move and purchase a locally registered vehicle in Portugal instead.

We are not able to calculate ISV for specific vehicles, as the tax is assessed by the Portuguese tax authority (AT) based on current rates and vehicle specifications. Your destination agent in Portugal will be able to give you an ISV estimate for your specific vehicle before you decide whether to ship it.

Will a US-Spec Vehicle Pass Portuguese Technical Inspection?

Before a US vehicle can be registered and legally driven in Portugal, it must pass a technical inspection (IPO, Inspeção Periódica Obrigatória) and in some cases undergo compliance modifications to meet EU technical standards. American vehicles are built to US federal standards, which differ from EU requirements in areas including lighting configuration, speedometer units, and emissions certification.

Some vehicles pass inspection without modification. Others require adjustments, and a small number of models are difficult or prohibitively expensive to bring into EU compliance. The practical advice we give clients is to research the specific inspection requirements for their vehicle model before committing to shipping it. This is something your destination agent in Portugal can assist with, and it is worth doing before your shipment departs the USA rather than after it arrives.

How Long Does the Shipment Take?

Ocean transit from the US East Coast to Lisbon or Leixões (the port serving Porto) typically runs 12 to 18 days. From the West Coast, add seven to ten days. After arrival at the Portuguese port, customs clearance under the Certificado de Bagagem process generally takes one to three weeks, assuming documentation is complete. A combined household goods and vehicle shipment from the USA to Portugal typically takes six to ten weeks door to door.

Clients who are shipping their primary vehicle should plan for a period without it after arriving in Portugal. Having a rental arranged, or access to public transportation, for the first four to eight weeks after arrival is a practical precaution worth building into your relocation planning.

Vehicle Preparation Before Loading

Before loading into the container, the fuel tank must be reduced to no more than one quarter full. This is a standard safety requirement for ocean container shipping. The battery will be disconnected for the voyage. Personal items should not be left in the vehicle, as Portuguese customs has the right to inspect the car separately and items inside it may complicate or delay the clearance process.

Your coordinator will walk you through the vehicle preparation checklist before pickup. The loading sequence, securing method, and container configuration are handled by SDC’s team, not the client.

Is It Worth Shipping Your Car to Portugal?

For most clients moving from the USA to Portugal, the honest answer depends on the vehicle. If you drive a relatively fuel-efficient, low-displacement vehicle that is several years old, the ISV may be manageable and the total cost of bringing it to Portugal reasonable. If you drive a large American truck, a high-displacement SUV, or a performance vehicle, the ISV alone can make importing it financially impractical.

The conversation worth having early is: get an ISV estimate for your specific vehicle from your Portugal destination agent, compare it against the local cost of purchasing a comparable vehicle in Portugal, and make the decision based on real numbers rather than assumptions. Does shipping a car in the same container as household goods save money compared to shipping separately?

Generally yes, because you are sharing container costs across both the vehicle and the household goods rather than paying for two separate shipments. The exact savings depend on the volume of household goods and the container size required. Your coordinator will quote the combined shipment and can help you compare scenarios.

Can I ship more than one vehicle to Portugal under Transfer of Residency relief?

The ToR duty-free exemption covers one vehicle per qualifying person. A couple moving together, both qualifying under ToR, may each import one vehicle duty-free provided each vehicle independently meets the six-month ownership and use requirement. The ISV applies to each vehicle regardless of ToR status.

What if I do not qualify for duty-free importation?

If you do not meet the 12-month residency threshold or the vehicle does not meet the six-month ownership requirement, EU import duty of approximately 6.5% applies on the vehicle’s declared value, in addition to the ISV. On a vehicle valued at $25,000, that adds a meaningful cost on top of shipping. Your destination agent will advise on what applies to your specific situation.

What happens to my US license plates when I ship the car?

US license plates should remain on the vehicle for shipping documentation purposes. Once the vehicle clears customs in Portugal and goes through the registration process, Portuguese plates will be issued and the US plates are removed. Do not remove the plates before shipping unless specifically instructed to do so, as their absence can create documentation complications at origin.
