Ideally, do not dispatch the shipment until you have received your Unique Authorisation Code from HMRC, which confirms your application has been approved. Once issued, that code is provided to SDC’s UK destination agent to facilitate customs clearance when the goods arrive at the UK port.

TOR01 eligibility conditions

To qualify, you must be moving your normal home to the UK, have had your normal home outside the EU for a continuous period of at least 12 months, have owned and used the goods for at least six months outside the EU before importing them, and commit to retaining them for personal use without selling, lending, or disposing of them within 12 months of importation. Goods must not have been obtained under a duty or tax-free scheme.

There is also a timing window for the shipment itself. The container can arrive no more than six months before your own arrival in the UK, and no more than twelve months after your own arrival date. If your shipment arrives outside this window, TOR relief does not apply.

Documents required for the TOR01 application

You will need your passport copy, a visa if applicable, a packing list of all goods being imported with descriptive item-level detail (not categories like “miscellaneous” or “packed by owner”), proof that you have lived outside the EU for the last 12 months such as a utility bill or bank statement showing your US address, proof of registration or tenancy in the UK, an employment contract or employer statement if applicable, and proof of purchase or current second-hand value for higher-value items. For any goods where receipts are not available, a written declaration of estimated current value is recommended. Insurance replacement value should not be used.

Discrepancies between the application inventory and the actual container contents can trigger a Port Health examination or delay clearance.

Restricted and Dutiable Items

Alcohol and tobacco are dutiable on import to the UK regardless of TOR relief status and must be declared separately through the TOR01 form. For alcohol, you will need to specify the type of drink, brand, strength by ABV percentage, bottle size, quantity, and value of each item. For tobacco, provide weight and value. UK duty and tax rates on alcohol and tobacco are high, and in most cases it is more cost-effective to purchase these in the UK than to pay import costs on items shipped from the US.

Items less than six months old at the time of shipment are dutiable and should be declared separately. This is the most common compliance gap SDC sees on this corridor. Electronics, appliances, or furniture purchased close to the move date do not qualify under TOR relief and need to be itemized with purchase receipts.

Outright prohibited items include unlicensed drugs, offensive weapons, obscene material, counterfeit goods, rough diamonds, firearms and ammunition without specific licensing, and any food item containing meat, fish, or dairy products. Animals and animal-derived products including ivory, reptile leather, and fur from protected species are prohibited without a CITES permit. Including any food product in a household goods container can trigger a Port Health examination that delays the entire shipment.

Packing for a UK Move

The TOR01 application requires a descriptive inventory, meaning each item must be identified by what it actually is. This requirement makes professional export packing particularly practical on this corridor, as the packing process produces the detailed, item-level inventory that both HMRC and UK customs expect. A packing list that says “3 boxes misc kitchen items” is not acceptable for TOR01 purposes.

UK homes, particularly in London and other major cities, are generally smaller than US counterparts. The pre-move survey is a useful opportunity to assess what to ship versus what to replace locally. US appliances running on 120V/60Hz are not compatible with the UK’s 230V/50Hz grid without converters, and most are not worth the cost or trouble of converting.
